To be able to assign users to specific sites, first you need to enable the User groups feature for your Sitefinity CMS instance.
Perform the following:
NOTE: If you do not use Sitefinity CMS Enterprise license, the checkbox is visible, but inactive.
RESULT: You have enabled user groups and you can proceed to managing which users can interact with which sites. All current users belong to the Default user group and have access to all existing sites.
